He is an older "version" of Chowder. He only appeared in "Hey Hey It's Knishmas!". He's has a blue mustashe and taller than Chowder.

When Mung was worried about telling Chowder about the Smingerbread House. Truffles said that he's a full grown man... Cat.. Rabbit.. Bear.. kind of thing. Mung looks at the older Chowder and speaks to him but the older lookalike states he's not Chowder and leaves while the real Chowder was really behind him. He's the 3rd cat-bear-rabbit and the 1st lookalike shown.
